[tlbuild] pretest builds (not commits)

Hi - I'm setting up the TL23 pretest today.
So if you could rev up your builds, that would be great.
(I'm grabbing the autobuilds from cg and github.)

Please do NOT commit anything yet, though. All in flux just now.
