[tlbuild] Broken shebangs in TeX Live scripts

Hi all,

lots of discussion here, and we are aware the neither perl nor bash nor
their locations should be assumed given. But since this is a purely
upstream problem which we don't want and also cannot do reasonably,
please everyone interested in this topic, directly contact the original
authors.
