[tlbuild] Perl syntax in TLUtils.pm not understood by Solaris 10

It seemed this so-called "package block syntax" was introduced in perl
5.14.0, released circa May 2011.

I could use another workaround for the minor problem I'm using it to
solve, although naturally I'd rather not spend time doing this. Any way
you can use a newer perl?
