[tlbuild] asy2.69 in TL

Karl,

For the Macintosh, I built asy on both Arm and Intel; both copies passed all tests. I also rebuilt all remaining binaries again on both Arm and Intel, used lipo to combine them, adopted harden runtimes and signed all copies, and created universal-darwin.tar.xz. All tests passed; no problems. I assume you'll request these binaries when the time comes.
