[tlbuild] trial builds for tl21

Karl,

I rebuilt everything for Macs on both Arm and Intel. All tests passed; no problems.

I have universal-darwin.tar.xz ready to send if you wish, but suspect you'll wait a few days before requesting it.

An old problem will rear its head again this year since we again use lipo to merge the arm and intel pieces. Dates will be wrong. However, I can solve this problem at my end by keeping the previous and current Intel builds, comparing them to see what has changed, and then sending you the corresponding changed universal binaries. At first I will not turn this on because there may be minor changes which affect all the binaries. You can tell me when to turn it on;  perhaps after the first pretest version.
