[tlbuild] tuneup21 from Don Knuth

Karl,

I just compiled the latest sources containing Knuth's tuneup on both Intel and Arm, with no problems. I inserted these binaries in a copy of texlive 2020, rebuilt formats, and typeset several documents. All is well.

X11 on the Mac, using the open source XQuartz project, has been inactive since 2016. But suddenly there was a surge of activity in December. The new version reached beta status today, is universal, and works fine on an Arm machine. Using it, I can compile the small number of binaries in TeX Live which require X11.

In particular, xdvi works fine. Previous versions had graphic problems with XQuartz, but these problems seem to be fixed and illustrations show fine. This requires the latest Ghostscript, which is also completely universal here. 

Consequently, I have a folder named universal-darwin which could be the final version of TeX Live 2021 on the Mac (except that you haven't finalized the sources yet). It contains asymptote, everything is the folder is Universal except Xindy, which is Intel only but works with Rosetta on Arm.
