[tlbuild] Xindy requires libcurses.o.5

Thanks for the report, Dominik.

It should be possible to build clisp without any ncurses at all (clearly
not needed for xindy). Indeed, the Cygwin configure command at the end
of utils/README does this (or at least attempts to). For next year, will
try to rebuild at least some clisp binaries without ncurses.
