[tlbuild] New tlpretest public mirror at mirrors.tuna.tsinghu.edu.cn

Hi TUG Maintainers,

I am the maintainer of Tsinghua University Open Source Mirror, which has 5Gbps bandwidth in China (CERNET).

We have finished our initial synchronization of tlpretest and begun to serve it at [1][2]. It will synchronize with tug.org every 6 hours.
