Just out of curiosity: do we plan to attempt using ICU 66 for TL20 or
is it simply too risky?
(They plan to release version 67 in April which is certainly too late,
and ICU 66 is just an RC at the moment, but on the other hand that
means they'll fix any issues quickly if we happen to find them via our
build process.)

At least they recently fixed a Solaris-related bug I reported to them,
so I there's a chance we could remove some patches.
