[tlbuild] TeX Live 2019 for CentOS 8 now in Utah build archive

CentOS 8 was finally released yesterday, 24 September 2019, and I created
a new VM for it that day, and today, completed sufficient binary and source
code package installations that I could attempt a TeX Live 2019 build.
I succeeded, with some nuisances; the story is at

It is fairly clear now that use of dvipdf must be excised from Asymptote.
[My build today on CentOS 8 was with the texlive-20190919 snapshot.]
