[tlbuild] xz, wget, lz4 updates

Please find attached binaries for xz, wget, and lz4 for x86_64-linuxmusl.  I
couldn't manage to build wget statically, so the use of this binary is probably
rather limited, xz and lz4 are completely static (apart from libc of course).
