[tlbuild] clisp 2.49.92 ready for inclusion in TeXlive

Hi,

Forgot to say:
  * Before installing clisp, please take a look at the DEPENDENCIES file.
  * clisp-2.49.92 should NOT be configured with --enable-portability.
    This option '--enable-portability' was needed with the versions
    2.49.{50,60}; however with the new version it is no longer necessary
    (and it decreases performance a lot).
