[tlbuild] clisp 2.49.92 ready for inclusion in TeXlive

Hi,

The clisp release 2.49.92
  https://haible.de/bruno/gnu/clisp-2.49.92.tar.bz2
is a beta release of the forthcoming clisp 2.50, but has already
been tested on numerous architectures. It's the most portable and
most reliable clisp release that exists since more than 10 years.
I can recommend it for inclusion in TeXlive 2018.

The Foreign Function Interface (FFI) is now supported as well, on all of these
