[tlbuild] casefolding fallback search

These answers are all trivial, but not applicable for a *library*
written in C. Of course we can touch a file, and try to read it in again
with changes up/lowercase, but this is time consuming if done for each
tree and each call. That is not a solution.

Yes indeed, that is the reason why Mac is so badly f**ked up ;-)
