Your example works here.
I suspect that your script is not updated correctly by some accident,
because there were sometimes incorrect scripts.

Please check the line 778 of your xindy.pl ($TEXMFDIST/scripts/xindy/xindy.pl).
It is changed in the new version as
        @styles = bsd_glob("$lang_dir/$variant$cp*-lang.xdy");
to support spaces in the directory name for modules,
which is not unusual in MikTeX.
The corresponding old one was
        @styles = glob("$lang_dir/$variant$cp*-lang.xdy");
