[tlbuild] rebuild for TL 2014

Hello TeX Live builders,

Ok, please go ahead with the general rebuild -- I don't know of any
pending changes to the sources, so hopefully this will result in the
binaries that we distribute in TL14.  Commit/let me know as usual.

To confirm Mojca's message: yes, please rebuild asy as well.

There have been no relevant changes to xindy (or xz or wget), so there
is no need to worry about those special cases.
