[tlbuild] interact.cc and getline insanity

P.S. I of course don't expect vendors to patch old systems to make them
POSIX 2008 compliant, but it is reasonable to expect this of any new
system. For those of you who still believe that the version of getline I am
using is a GNU extension, here is the relevant entry in the POSIX 2008
standard:
