[tlbuild] Can TL14 support x86_64-cygwin?

    If it's OK with you, I'll plan on providing x86_64-cygwin binaries
    for TL14 in addition to the i386-cygwin binaries.

    Or would this create a problem with space on the DVD?

I don't know yet, but probably.  We already exclude some binary sets
from the DVD to save space.  If we have to have only one or the other on
the DVD, which would you prefer?
