[tlbuild] Can TL14 support x86_64-cygwin?

Hi Karl et al,

There are now two Cygwin distributions, 32-bit and 64-bit.  If it's OK 
with you, I'll plan on providing x86_64-cygwin binaries for TL14 in 
addition to the i386-cygwin binaries.  Or would this create a problem 
with space on the DVD?
