[tlbuild] starting development for TL14

Hi everybody,

now that TL13 is done I have applied substantial changes to the svn
repository in preparation of development towards TL14:

Updated libraries:
 	libs/cairo 1.12.8 => 1.12.14, proxy build system, requires no pkg-config
 	libs/freetype2 2.4.11 => 2.5.0.1
 	libs/gd 2.0.35 => 2.1.0-rc1 (libgd)
 	libs/graphite2 1.2.1 => 1.2.3
 	libs/harfbuzz 0.9.15 => 0.9.18
 	libs/pixman 0.18.0 => 0.30.0, now without libtool
 	libs/poppler 0.22.2 => 0.23.2
 	libs/zlib 1.2.7 => 1.2.8
 	texk/kpathsea 6.1.1 => 6.2.0dev
 	texk/ptexenc 1.3.1 => 1.3.2dev

New libraries:
 	libs/lua 5.2.1 moved to here from texk/web2c/luatexdir/lua52
 	libs/potrace 1.11 no longer part of texk/dvisvgm

Removed library:
 	libs/t1lib no longer used

Updated programs:
 	texk/chktex 1.7.1 => 1.7.2
 	texk/dvisvgm 1.2.2 => 1.3 now without potrace
 	texk/dvipng build without t1lib
 	texk/ttf2pk using libttf (freetype1) disabled by default
 	texk/ttf2pk2 using libfreetype (freetype2) enabled by default

Reorganized programs:
 	texk/dvipdfmx + texk/xdvipdfmx => texk/dvipdfm-x

Removed programs:
 	texk/xdv2pdf removed

Some of these modifications might well cause build problems for one or the
other of the supported systems.  Therefore I would greatly appreciate any
trial builds and related problem reports.
