[tlbuild] tl13 rebuild please

Hi once again - let's please rebuild the tl13 binaries once more.  Be
sure and get the current sources (from the trunk), and commit or send me
urls as usual.  There are bug fixes to metapost and pdftex, and a few
other binaries will be updated as well.

The DVD's are being cut already, and I don't plan to update the release
ISO or tars.  But users will be able to much more easily get the
binaries either from svn or via tlmgr if they are affected by the bugs.
