There is a new option which you overlooked: THat is:
	Use CTAN for further updates
which is by default selected when you install fomr hard drive or
dvd or so.

That means your primary mirror is automatically changed to mirror.ctan.org.

You can reset it back by
	tlmgr option repository /path/to/your/tlpretest/rsync/


That is an intentional change, and causes problems only during pretest
time.
