Look, today tlmgr deleted movie15 package on my computer because it
was deleted from core TL.  Suppose it is stored on tl-nonfree
repository.  Then "tl update --all" would delete it, and "tl --repo
tl-nonfree update --all" would install it again, right?  Is this the
intended behavior?  What about the subsequent updates?
