[tlbuild] compilation problem: curses

This one doesn't compile out of the box either.

I checked and there is indeed no curses.h on the system. I guess that
the likely candidate is libncurses5-dev, but I need to wait for the
owner to install it.

Would it make sense to list the dependency on
http://www.tug.org/svn/texlive/trunk/Build/source/README?
