Are you sure the iso is identical to the tar files?!  When I run the 
install-tl script directly from the iso file, TL gets installed, but 
when I unpack all four texlive-*.tar.lzma files, remove the leading 
texlive-* directory components and run install-tl, I get this:

This happens with TL 2008.  How would you explain it?
