[tlbuild] Configure issues with texlive-20091107

I moved inst/bin/i686-pc-linux-gnu to /bin/ and ran 
/bin/i686-pc-linux-gnu/pdflatex on the same file but I got the same 
output. I also tried moving i686-pc-linux-gnu to inst/../bin/{,arch/} 
but still got the same error. What might be wrong?
