[tlbuild] Configure issues with texlive-20091107

This time I built TeXLive by running just './Build'.  Then I tried to 
compile a TeX file by running 
texlive-20091107-source/inst/bin/i686-pc-linux-gnu/pdflatex on the file 
and got this:

This is pdfTeX, Version 3.1415926-1.40.10 (TeX Live 2009)

kpathsea: Running mktexfmt pdflatex.fmt
mktexfmt: No such file or directory
I can't find the format file `pdflatex.fmt'!

What is wrong and how can I fix it?
