[tlbuild] Building the sources for Windows

Hi:

I have built for the first time a stripped TL (the one from luatex). I
switched to Linux to do that, but I usually work in Windows. ¿How
could I build the binaries for Windows? Not that I want just the
binaries, I could download them, but I want to make a debug build and
debug it in Windows, since I'm familiar to MS VisualStudio.

I need to install a lot of stuff in Windows, don' I?
