Not n easy task. Inprinciple you have to do what is described in
	Master/tlpkg/doc/repository-setup.txt

No of course now.

But there is a different way, using the
	-custom-bin-path
of install-tl. See the POD/man documentaiton of it. There was some 
discussion of that on some of the TL lists, don't remember, where
one of the cygwin guys gave an explanation how it works with 1.5 of
cygwin.

In principle you keep them in some dir outside, then make from
that tree an installation with -custom-bin-path.
