I think that lcdf-typetools binaries are included into MacTeX.
(at least they are included into the regular universal-darwin binaries
set in TeX Live).

All binaries in TeX Live which are using libkpathsea are statically
linked against it.

If you want to build some other app using libkpathsea, you can checkout
the its sources from texlive subversion repository:

http://tug.org/texlive/svn/
