Hi Edd,

(1) in TL 2009 the option has been renamed --disable-xetex

(2) this does not imply --disable-xdvipdfmx

(3) when you run "configure" and "build" this error does not exit the build. 
There is, however, the (relatively new) option --disable-missing,
automatically added by the ./Build script; with this option the error does
exit the build.  Please have a look at ./Build and ./README.config.
