[tlbuild] On scripts without 'x' permission

    Is that to be expected? 

As far as I know, all the scripts without the x bit are never invoked
directly (and not meant to be used that way).  I'll check.  Thanks for
mentioning it.

    find /usr/local/texlive/2009/texmf[-dist]/scripts -name "*.pl" | xargs 
    chmod +x
    as postinstall actions?

Nothing like this should be done at (post)install time in any case.
