There's an ICU bug tracker <http://icu-project.org/trac> where you can
file a report, that's what I do with issues I run into.

This makes me suspect that it should be possible to solve this within
the TL build setup.... in which case you may find they'll be reluctant
to accept a change, on the grounds that it's not really an ICU
problem. But I suppose it doesn't hurt to ask.
