That is something that should not be necessary at all?! Well, maybe for
creation of TEXMFSYSVAR, but calling it as user should create latex.fmt
in TEXMFVAR that is in your ~/.texlive2009/texmf-var (AFAIR).

So that is strange a thing, anyway.
