    One possibility is that I ship both xdvi-motif.exe and xdvi-xaw.exe, 

Since everything else is shipping xdvi-xaw, it somehow seems strange for
cygwin to do it differently.  So I think I'd rather xaw be the default.

But I don't think I have any particular objection to shipping both.
Alternatively, will cygwin have its own packages of tex where xdvi-motif
could be included?
