[tlbuild] A problem with rsync

For the sake of completeness I want to flag the following problem which
occur with rsync on Cygwin.

Usually I update the texlive source with:

rsync -avz --delete --exclude=.svn tug.org::tldevsrc/Build/source/
texlive-source

but with rev. 13030, on Cygwin it gives the error:
