[tlbuild] The build of TL2009 still fails!

Hi Peter,

strange things happen with recent (13030) svn TL2009 builds.

If I hide my current latex installation (TL2008), the build of TL2009 
fails as I have described in:

i.e., even if xindy is disabled, it is built in any case, and the build 
fails if the system does not have a latex installation...

...if my latex installation is 'switched on', the build of TL2009 is 
completed (304 executable) but xindy is built even if it is diasbled: in 
this case the configure of xindy emits some warings.

All these things appear strange to me. If they aren't, may you explain 
why not?

I have found the above on Cygwin, but perhaps they are general.
