I concord but haven't idea...

What I can say is that we need the import libs (and so the dlls) only
for 'icuuc' and 'icule'. Linking with:

../../libs/icu-xetex/lib/libicuuc.dll.a
../../libs/icu-xetex/lib/libicule.dll.a
../../libs/icu-xetex/lib/libsicudata.a

works just fine!

In the above, libicu*.dll.a are links to cygicu*.dll, while
libsicudata.a is the static library.
