Yes, I remember that it failed - but I'm wondering if it's possible to  
solve that, as an alternative to building (non-standard) ICU dlls. The  
static build works everywhere else, AFAIK; it seems like there must be  
something slightly wrong with the configure/make settings being used  
on cygwin, and it would be good to identify and fix this.
