Can they be statically linked?  This is what we do on other platforms.

    The cygicu*dll, which 'xetex' needs, are a little different from those 
    shipped with Cygwin packages. 

They should have different names?

    And I think the dlls, built along with xetex, should go to the
    2008/bin/i386-cygwin directory... or NOT?

I do think so.  There is nowhere else.  For regular Windows, icudt38.dll
is in bin/win32 ...
