[tlbuild] please commence final builds

Hi everyone --

Ok, it's time.  Please do the usual to build the TL binaries on your
platform and give me a url or commit ...

As far as I know this build will be what gets shipped with TL 2008.
(I'll be committing i386-linux later today.)

Of course just post if any problems -- and could there will be some new
ones, especially with xdvi.  There have been plenty of changes, though
nothing especially radical, since the first build.
