[tlbuild] texlinks fails because of missing fmtutil.cnf

Me and Karl discuseed this, as the fmtutil.cnf built in inst is (in
Karl's words) "almost random". It didn't work for me. I think you are
supposed to use the one in Master/texmf/web2c, which does work for me.
