[tlbuild] texlinks fails because of missing fmtutil.cnf

I notice that fmtutil.cnf is no longer created in the inst directory
during Build. This in turn means that texlinks fails during the "make
install" stage (texlinks: config file `fmtutil.cnf' not found.), and
symlinks to the engines are not created for the various formats like
latex, pdflatex, xelatex, etc.
Is this deliberate, because those links will now be added at some
other stage, or do we need to restore the build-time fmtutil.cnf
(even if it's not going to be used in the "real" installation) so
that the proper links are created?
Obviously, I could work around this by putting a fmtutil.cnf file
somewhere suitable, but the Build process shouldn't depend on that.
