Thanks for asking, but this is an editor issue, not a LaTeX problem, I'm
afraid.

  "`This"'

is what I would expect the editor in insert in my file when typing a
quote. However, I get

  \lq\lq{}that\rq\rq{}.

As I played around with the settings dialogue, I'm not sure what
happened to the English quotes that appeared in my German setting.
