[texworks] MiKTeX 2.9 forces UTC on Windows 7

I just installed MiKTeX 2.9 on my machine, after my IT people installed Windows 7 (long story why they aren't ready for 10 yet...).
All is well, but there is some time zone setting it's using which is not what I have in the system. All times come out in UTC, five hours later than my EST zone. Here's a stripped down minimal example:
\documentclass[12pt]{article}
\begin{document}
\newcounter{hrs}
\setcounter{hrs}{\time}
\divide \value{hrs} by 60
\def\HH{\thehrs}
\HH
\end{document}
This should print out the hour, which at the moment is 12 (EST), but instead I get 17 (UTC).
