Brilliant, Herb.  Many thanks.  I had to modify your code very slightly
to make it acceptable to oXygen but it now is both acceptable to oXygen
and has the desired effect in TeXworks :

% !TEX root = main.tex

<root>
    <row>
        <MS_Number>
		<ms-number>MS.~461.</ms-number>
