[texworks] [PATCH] add search for translations in "standard" directory

Hello,
currently TeXworks searches for translation files only in ~/.TeXworks/translations
that is not convenient especially on Linux. I prepared small patch that
1) allows to search for translation files in "standard" directory,
namely for Qt5 this is /usr/share/qt/translations (this is so on
Archlinux, for other distribution this may be
/usr/share/qt5/translations);
2) adds configuration to install TeXworks translation files into that
directory so make it possible to use them;
3) adds configuration varible (TRANSLATIONS_DIR) to specify directory
to where translation files should be installed.
I tested it on my system: Archlinux x86_64 with Qt5 and it works fine.
