I meant to answer this question as well, but overlooked it in my last mail.
So, there is no fixed release plan, at the moment. However, the time
scale is probably a few weeks.
The scripting/file access business is probably the last major change.
After that, there'll be the call for translations, documentation, and
obviously ongoing testing. Once that is done, and provided no
release-stoppers are found, we'll have a fresh and shiny 0.4 release.

That's my current plan, anyway ;).
