[texworks] integrating TeX Works into TeX Live

Ok, that is not what I want, unfortunately. 

I would like to have cascading .ini files. First TW loads TeXWorks.ini
(if it exists) in the location where the program is installed. Then the
users and the later ones override the TeXWorks.ini.
