[texworks] integrating TeX Works into TeX Live

Bad. TeX Works should work on many different systems, and independent of
TeX Live. 

TEXMFCONFIG and TEXMFHOME and all that is nice in TeX Live 2008, but not
necessarily all TeX installations support that. 

It is fine to keep config files in that places, I only suggested that
TeXworks also reads a config file in the main program dir for initial
configuration.
